Dear Sir

I venture to address
you in these terms, as I can assure
you with truth that I have a pleasurable
recollection of our former connexion.
I very well remember your early scholarship
and talents, and am very glad that the
public is likely to derive from them
a substantial benefit.

I have a very imperfect remembrance
of the act which was passed eleven
years since upon the design of a penitentiary
House. but I have always understood
that it was not well considered,
nor am I correctly informed upon what
grounds the business was suspended,
any more than that the expence was
terrifying. You are aware that the choice
of Battersea Rise, for the situation, presents
some difficulties; such however
