With regard to what may be the opinion and
feelings of the neighbourhood I can speak only
from surmize. Speaking on that ground, it can not
be clearer to me I must confess that it would be nothing so wonderful
if there should be many persons individuals who hearing
that felons were to come as they might say among them, that is at
no great distance, and knowing nothing of those
circumstances of the plan which would permit render
that vicinity an advantage instead of a prejudice
should be more or less alarmed at it; not even considering
the difference of man's tempers and casts of character
is it possible to say that there should be
nobody [to whom the arguments reasons for
considering the alarm as groundless might appear
inconclusive] who even after hearing every thing
that could be urged to quiet tranquillity dispel such apprehension</sic> such alarm might
remain dissatisfied. But in estimating the effects
of the measure upon the value of your Lordship's
estate, the true question is, as your Lordships
discernment will I make no doubt acknowledge,
not what may be the notions of a few individuals
for the moment before the true nature and effects
of the establishment even have been known, but
what will be the opinions and feelings of the
public after the establishment has been set on foot in general, after those effects
