Another circumstance may on this view be
very material for to your Lordship's consideration,
Before this plan was pitched upon, occurred than another had
been made choice of: viz: a spot near much nearer Wandsworth,
and so near, that its vicinity, and the
alarm disgust that the Inhabitants conceived on that
account (your Lordship will remember it was a
plan that presented none of the antidotes above
mentioned stated) was made a ground of objection.
This ground of objection was deemed accepted as conclusive
by the very tribunal I am speaking of: such
was the tenderness of the feelings of individuals;
and by that very same great high and respectable considerate tribunal
was the choice of this very spot confirmed without a dissenting word as being
free from the objection which had put a negative

Your Lordship then will have the goodness to consider
how the case stands with respect to the plan
in question. The A Penitentiary System establishment it is determined
upon by Parliament, shall be carried is in footinto execution. The
spot for the reception of it it is determined shall
be a pu spot in which vicinity to the Metropolis, As to
the River, should be united accompanied with to that degree of
which is deemed essential to the health of so numerous
an assemblage of persons, so subjected to confirm
