of the workmen, every branch of wood-work that can
be imagined: that by the help of the machinery
each every such branch of work can be performed with superior exactness & with different
degrees of dexterity celerity, the least of them some
number of times quicker than greater than that with which the same whole effect can
be done produced by hand: [+] [+] That his machinery
has already enabled
him to make amongst
other things Wheels
and Sashes: that the
value of the Coach-Wheels
made annually
in London alone is found
to be I forget precisely
how much
except that it is at
least £50,000 and
how much more I
know not: think the
value of the Cart
wheels which are
more expensive than
Coach Wheels is much
greater: that these
articles he is in a condition
to make at a
price so far reduced
as to get give a perfect
command of the
market
that for these inventions he has
taken out a Patent: that as he well knows the most advantageous
mode by far of obtaining physical power for the
work would however be by a Steam Engine: inasmuch
that on a calculation made in conjunction with
experienced Engineers it would be more advantageous
to employ an Steam Engine for that purpose than of that sort for the purpose in
question, than to employ men, even supposing some were they to be
had at 2d1/2 a day: that however rude is his
zeal for on behalf of the Penitentiary establishment on the
Panopticon principle, in consideration of the
moral as well as political effects that may be
expected from it that for the sake of giving it the better chance of success he has laid aside for a time at least,
the plan of working by a steam-engine, and
given to the whole system of his inventions that
time which is necessary to accommodate them
to the employment of human labour: under
these circumstances I may leave to your Lordship

so Your Lordship sees then that the delaying it for a season the acquisition of
the ground is the delay in and thence the erection
of the Penitentiary House is delaying for am equal
time the influx of whatever not only the profit if
any
