I considered it as the Penitentiary system wide
improvements: it was considered in that same light
by the Patrons of that system: it was this of mine
and nothing else, which Sir Cha Bunbury in his
motions of last Session for the revival of that system had in
view: it was for the purpose of executing the
system so improved that I depended upon having receiving
the spot as a matter of course that after so much and such great
consideration had been appropriated to it. It
was upon this supposition that my proposals
all my plans and my proposals as well as all
my plans were grounded. Publicity I has
been agreed on all hands to be of the utmost importance: there
it is a perfection: neither there can be no doubt
people would be flocking to it in crowds. People
of the first consideration might call and look at
it without going out of their way. The materials
which subject of the employment I had found out is timber
in which of the most heavy & bulky kind: such as of
all others require water carriage there to bring
it in its rough state, to say nothing of the carrying
it away when to market when worked. Here was
is not only water carriage: here is timber
lying constantly in sight in prodigious quantities.
