Dear Bentham

I return you the Remainder of your bill
which I have read with great attention tho I have not
any objections to make or any thing to suggest to you upon
it. There is a Chasm in the Series of numbers of the Sections Friendly
Guardians from 15 to 19 but as I see some of the other numbers
are s scratched out perhaps the whole there may
be nothing wanting. Not so: on examination, ss from 15 to 19 were with the rest. There is a great deal too much merit
in the bill for it to have the smallest chance of passing
