Sir Queen's Square Place Westminster Oct. 31. 1794.

It would be needless for me to trouble you with the
causes which have retarded the inclosed Memorial for above a fortnight
after the time when you might have been expecting it. The
delay being to my own prejudice, and that in no small degree to my
own prejudice
, you will easily believe it was not the result of
choice on the part of a man who does not reckon inactively in
the number of his faults. I have the honour to be
