I am sorry to be have obliged to trouble you
some more about my unfortunate business. It is to
entreat the favour of your interceding your My Memorial
which with so obliging a degree of dispatch was transmitted
by your order the 2d day after its being received, that
is now a month ago together with recommended by an official letter
of recommendation under your signature, recommending it <add>as I understand to immediate notice, remains still unnoticed unanswered : being
regularly presented to by Mr Long, and as regularly
laid put aside by Mr Pitt. The object therefore of this
my humble address is to beg the entreat the further favour of you to
employ your personal intercession for the purpose of
obtaining that decision, the delay of which is so
inexplicable and so distressing to me.
Two Seasons have now been been already lost: an Act of Parliament
made passed to save in haste for the sole object purpose of saving one
of them rendered of no effect. In point of economy
the loss of upon the 1000 men which I was to have
had, (I don't know whether I may be permitted to say
am to have,) at £ 9,000 per season annum, the loss amounts already
to £ 18,000: upon the £ 2,000 men which I might have
had and may have) (for this such is the number that used to be on board the
Hulks to £ £ 36,000: and yet, considerations of economy
in respect of the difference between £ 6600 the
quondam value purchase money value found and the present supposed value
are the only reasons I have heard avowed for
the sole cause of delay: the hesitation about the place.
