The subject ofOf all works Legislation is at once the
easiest and most difficult: the easiest in so far as when reasons
are not; given, the easiest; when in so far as they are, the most difficult when they are not
given. The of easiest of the like is the only one mode as yet in use. In the
present work an example is given of the most difficult.

As between principal and accessory, modes of
order two: anticipation or say prepossessive; subsequential,
or say commentative.
To the prepossessive writers are in general prone:
the commentative upon the whole seems preferable.
In respect of channels it seems unquestionably
so; it is that which seems most angenical to the understanding:
if so it is the logical course, the purpose
of the other is generally rhetorical: the aim is to lay hold
of the attentions and gain them to your side.
