When the forms of imperatn are employed
& inducemt meant to be adequate is
also endeavored to be applied in an explicit form
2 acts of imperatn are commonly performed expressions
of will having for their objects the conduct
of 2 descriptions of persons.

The 1st description or say class of
persons is composed of those on whose conduct
the effect is meant to be produced in the 1st
instance.

The other is composed of those the person
or persons by whom it is intended that the inducemt
operating on the agency of the class 1st
mentioned shd eventually be applied – This
inducemt will either be of the painful kind
or of the pleasurable kind.

1st If of the painful kind the compound
composed of the 2 laws addressed to the
2 different classes of persons just mentioned is
styled a penal law: if it be of the pleasurable
kind, a 2n remunerative law.

The person to whom the secondary or say
subsidiary law above-mentioned is addressed is
commonly not to say always the sort of person
stiled the Judge.
