It Vain it has been said is any imperative
formulary or act of imperatn unless in
the mind of him to whose conduct direction is
endeavored to be given to it adequate inducemt
has place:– but as to this inducemt however
requisite & desirable it be in general that it
shd in a direct way have for its creator the
power holder from whom the primary act of imperation
emanates this is not absolutely & in
every case necessary. Sorts of Sanctions as will appear
elsewhere 3 over & above the physical of whg they respectively make application – the legal, the popular or moral, &
M the religious. Everywhere tho by legal sanction
influence with more or less farce & the effect is
exercised on both the 2 others. So far as this
has place the people at large are disposed
to make applicatn of the matter
of punishmt – or that of reward as occasion
presents itself in the direction
pointed out by the primary act
of imperatn remaining emanating as above from
the legislation:– the the people are
so disposed & the Almighty is regarded as
being so disposed, & this constitutes the
popular or moral sanction. In this case⊞ ⊞ the primary law
alone originates with
the legislator & the
sanction of whh he
has the direct disposal:
the 2 other sanctions are
borrowed by him as it
were from those 2
other sources.
