Instructionals

Take in hand the several legislative works of different
countries, look out for and as to distinguish the several forms
of words – the several formulæ by which the connection
is effected or endeavoured to be effected between the
act or say course of action endeavoured or professed to be endeavoured to be produced
and the eventual pain or pleasure by the prospect of
which it is endeavoured to be produced: the pain which the
Judge is ordered to produce in the mind of the subject citizen
in question in case of his not pursuing the course taking the line of conduct
wished for or professed to be wished for by the legislative, the
pleasure if any, which by giving possession of the requisite productive
instrument – (the money for example) the Judge
or other functionary is commanded to produce: commanded
that is to say namely by what may be stiled the sanctionative enactment, appended to
the direction.
