2. Show how for want of acquaintance with those equivalences effects may be, and have been produced opposite to those intended.

Modes of expression for the characteristic idea.
Formulæ or say

Subject matter of consideration is In the framing of a law two things require to be
considered – the ends and the means – As the means requisite
to be employed considered for the attainment of that same end.

Among those means So per as the attainment
of those the end depends upon the will of a human being
that means are

To obtain th on the part of any person
a compliance with the will to which expression is given
by the law, the one thing needful is – the assembly to
have some prospect of pleasure or pain – of pleasure
at the event of his a law of conduct such as been solicited be in accordance
with the will so expressed, or of a pain in the event of
of the person the of that same law.

The fund or say stock of pleasure that is to say
of the instruments or sources of pleasure at the disposition of Government
being extensively limited confined within comparatively very narrow limits at – what score of pain can
altogether inexhaustible, hence it is that of the apposite
instruments employed by the legislative reward – mass
– it is by the fact – it is by punishment that
the great bulk of the business is brought to bear.

Now this same compliance on the part of the subordinate
agent with the will of the superordinate, is the one thing needful
and that the only thing, what remains is – to collate bring together
in mind and give expression to it.

This collation being made, what remains will be to
and bring to view the several forms and combinations</hi> of
words by any one of what this same has been, and all
others – if any such there are, by which it – the nature of the case
it is capable of being accomplished.
