In a treatise intituled Nomography, there amongst other things a view is
given of those several ways in which by the Legislator
effects different from those intended are wont to
be produced.

If aptly executed, – not even a proportion in it is
aptly executed – to the well-intentioned Legislator how instructive
and comfortable such a work! to the evil intentioned, his
has instruction also, but how vexatious!
