Ch. General Rules
§.
6. Mode of designating relative numbers.
When from, with a number after it, followed
immediately by to, with a number after it, with
an intervening understand both to be inclusive;
in such sort, that the numbers understood to be
designated, shall be those same numbers, added to
the numbers that intervene between them in an
arithmetical series.
When neither of such two numbers is intended
to be included in the list, that let the words employed
be – the numbers included between, and there
upon name the two numbers.
Example. By From one to ten, understand all
ten numbers: by the numbers between one and
ten, understand eight only of the ten numbers:
viz all but No. 1. and No. 10.
7. Rule as to money.
General Standard of value. The denominations of money being so different
in different nations, and the value of the same
denominations of money being so changeable in
every nation, no nearer or better made of desognation
for pecuniary value has been found, than
that afforded by the value of a day's labour, in the
case of the most numerous class of labourers.
8. As to compensation and punishment
The difference between compensation and punishment,
constitutes the only intelligible mark of
distinction between the non-penal and the penal
codes. But it is not to be understood from hence,
that the evil produced to the party bound by the obligation to render
compensation for a wrong done, is uniformly less
than the evil produced to the party punished, by punishment
inflicted under that name. Compared
