Mischief of neglect. 1. continuance of the mischief. 2. unnecessary application
of the punishment

Note (a)

(a) of the occasional importance of comprehensiveness compressedness, in the case where the signs employed for instruments employed for designation are of the audible kind, a practical exemplification
may be afforded by English legislation in the case instance
of the Riot Act. The existence of a disturbance of any kind
in which a number of persons are concerned, and a danger
of physical mischief produced, being supposed taken into contemplation, the object of the
law is to put an end to it. For this purpose, death, the
panacea of the English lawyer's pharmacopoeia, is administered as a matter of
course. Nevertheless such is the tenderness displayed, a warning
is provided: and unless the warning be disregarded proves fruitless the punishment
is not to be administered.

This warning what is it composed does it consist of? A sign symbol
addressed to or rather a collection of signs addressed to both
senses at once, and in virtue of some pre-established association
expressing in an instance the important import intended, or at
least professed to be intended to be expressed? in a flag or banner for
example, bearing the ensign
of government and the emblematical figure of Justice with his sword,
example with expressing
in large letter press and
at the same time by some
symbolical painting, the
eventual punishment,
which to answer any
useful purpose would
have no need to go anything extend a
hairs breadth
beyond the ordinarany
one measure.
Oh, no: – this is
what plain since, looking at the end in view, and looking over
the field of experience for suitable means would have prescribed.
Instead if it comes a long winded discourse, in its commencement
altogether uncharacteristic and in which the few words small number capable of contributing that contribute anything to the design that have possess any appropriate are drowned in a vast ocean of
surplusage. The prob If the disturbance be anything considerable
it in thus may go on for any length of time – nothing is more
natural than that the object of it the be it what it may shall
have been effected, before the anything of the pretended warning of the warning provided by the man of law
has been either seen or heard: and if ever when anything is seen
it is a man tall, middlesized or short as it may happen, with
a or
with a paper in his hand, the words of which he is ordained required
to read, under a moral certainty that not a syllable of it will
be heard, a mass of lawyers grungribles which if it were heard
would be unintelligible. If it so it be that it is really heard and understood,
there can not be a plainer proof that there was no such disturbance inflammation
as was capable
of affording so much as
a plausible pretence for the
employment of this sedative.
But to develop exhibit in anything
like its due proportions
the mixture of absurdity and
barbarity contained in the
instrument of tyranny despotism, much
would require much more
space than consistently with
the present danger can be spared.
