Supplement to §. 15. Remuneration

Instructional
Art. 58. – Mode of connection or say attachment, as between service
and remuneration. Mode The mode such or not such,
as to put it into the power of the functionary to give encrease
to the quantum of his remuneration without giving so
much an equivalent encrease to the value of the service
he can the service to which it stands attached.

Art. 59. Operations themselves be wh presenting as in the nature
of the case all voluntary operations of the
animals the human included are, or the results, more
or less permanent, of correspondent operations: to the one
or the other of these heads belong all official services to
which remuneration is in use to be or can be attached or such
therewith connected.

Art. 60. A Sure source of waste and depredation is every office
in the of case circumstance which it be as put it in the power of the functionary
the so to give encrease to his own remuneration as above.

Art. 61. Sole case in which whatsoever be the nature of the
service the quantity he stands engaged for is that by the rendering
of which the whole length of the capable his applicable
time is occupied: payment by salary is the appellation
by which the payment according to this mode of attachment
is designated: payment by fees is the appellation
attached to every other practicable mode of attachment mode of which such attachment
is susceptible.

Art. 62. Where the object to which the remuneration is attached
is the composed of the number of the portions of time
occupied or supposed to be occupied in the performance of the service
such thence of the quantity of the time therein employed,
