Art. 59. What or –

Art. 59. Modes Shapes in which this deviation and even
opposition is capable of being produced made to have place, there. –

1. By the production of maleficent effects in place of the
intended and professional beneficial ones.

2. By the production of delay in respect of the production
of the effects in so far as they are of a beneficial nature:
for, so long as it lasts, delay is non-performance.

By charging either this or that individual, is the public at large, through the medium
of government, with expense over and above what is needful
for all purposes: remuneration of functionaries included.

4. By the production of vexation on the part of all any person or
persons having need of intercourse with the functionary in question
attached to the situation in question in the capacity of suitors.
