Mode of connection

Good effects 1. unintentional or 2.

☞ Proceed to shew 1. in which of the abovementioned
shapes of evil effect is liable to be produced as above by oppositional
interest to duty.
2. The force of enactment in the way of remuneration
by which those same effects would be produced.

Art. To shew exemplify all the several modes in which by the
opposition of interest to duty official duty is capable
of having place it would be necessary to bring to view
the duties belonging to all the offices contained in the
Official Establishment of the country in question. Much
too wide for the present occasion would be the field which
for this purpose it would be requisite to travel over.

For a mere specimen the plainest and most
striking that the nature of the case affords is that
which is the judiciary Estab branch of the Official
Establishment as exhibited by the denial of justice
which in every instance is the incontestable effect
of any the smallest sum exacted in the shape of a
fee by any officer bearing a part in the administration of
justice. Why For if any such person there be who has
not set command so much as a single farthing over and
above what is necessary to keep him from perishing, how
is he to obtain justice? By the very supposition, he is unable
to obtain justice, and it is by the functionary who demands
the fee that he is. For no wrong done to him by a
person at large can he obtain a remedy: to unwrong
to done to him by misapplication of the power
of the law can he oppose resistance: And thus it is that
when a man without
bank or without brains
has heaped upon an
unoffending victim
all the suffering this
is to, he
takes credit for his
discernment in repressing
litigation.
