Mode of connection
To allow an officer of justice to refuse his services
to every person who came not with a fee in his
hand to pay for them is what no legislator say for example has yet
tempted to do: To any declare in express terms that
no person who has not a shilling to pay for relief shall
receive relief is more probably then the establisher of
the fee would bring himself to declare. But where is the
difference.
To declare that every man who not having so
much as £10 in the world shall presume to apply to
a Court of Equity shall be punished by the loss of the
whole of his property is another declaration which a
legislator who Judge in the character of Legislator
if committed to him, would is a declaration which

without the slightest remorse or hesitation be ready to
subject an unoffending person to that same misery.
Suppose now a person who has no more than
£165 in the world having sustained experienced a wrong to the amount
of £10 has contrived by the advance of that same
sum to cause to be filed a Bill in Equity. The By
the Defendant an answer is put in: Of this answer obligation thereupon
in pain of costs to take out one Office Copy. Of this the
expense is any so little as £5.. But suppose it to be
no more and his £5 is paid accordingly. Here then
already has he been cut stript of all hh has: and so he be
if in addition to this £5 a relation lost in the meantime left him
another sum of £15
