Of this exemplification of the need of skill in the theory
of legislative language what is the practical use? Answer.
To set put an exclusion as far as possible to upon those suffering
which for want of due attention between the
to the identify of the effect producible by different modes
of expression: to shew how the effects of positive command
and inhibition of remuneratory law and in
those of
penal aw may be produced by men who do not
intend or by men who though really intending wish
to be thought not to intend the same thing. All
Efficient cause of all their this suffering – and to the
amount of it there is no limit, – in the one case want
of discernment, in the other case discernment applied
to a maleficent and cruel purpose.

Look not to words only but to actual consequence
– thus is a rule which no wise legislator will
refuse to treat with neglect, which no honest legislator
will knowingly violate.

Whichever Be the sum what it may which
is rendered exigible under the name of a fee by an officer
of justice, in the commission of whatsoever wrongs any person has sustained
for want of wherewith all to pay it that functionary same officer is
an accomplice. The Judges who not content with their
enormous Salaries have conferred on the subordinate by
whose emoluments they profit the right power of exacting such enormous
aggregate of fees – the Right Honourable and
person who has concurred in the conferring of such power
all with religion in
their life with what
a mountain of moral
guilt have they not
loaded themselves? how
trifling in comparison
the real suffering produced

crimes which by the unreflecting multitude are most abhorrent!
