Constitutional Code

The following is the mode of operation pursued
in the composition of this work. The explanation
of it may be of use to the general readers by assisting
him in the conception of it, & to writers, particularly
writers on this subject by assisting him in the task of
invention. Quodlibet cum quolibet was on this occasion
the leading principle. By a variety of imperceptible
threads I was led to the nine general ideas which
the nine following words were found to designate. Here
give the list.

These formed so many topics of the first order,
that is to say of the most comprehensive extent, having
at the same time ranged the several functionaries
whose functions seem needful, for carrying on the
business of Government, I distributed them into the classes
designated by the denominations which will
here be seen, for bringing about the effects which on
each occasion presented themselves as conducive to the
end in view, different arrangements presented themselves
to view in consideration of different offices. But no sooner
did that arrangement present itself as being applicable
to the business of any one such office than I made application
of it in my mind successively to every other
office. It was by some this or that one of the functions attributed
to this or that one of the offices to the several sub-Ministers, that the idea of devising finding
a single word univocal appellation for each function was suggested. Here
then was a sort of instrument
by means of
which, I was enabled to
make for the accomplishment
of the object in view
a provision much more
ample & more symetrical
than I could have
made otherwise. The
maxim quodlibet cum quolibet served me as a steam engine. Regularity & precision of mechanism was given to the operations
of the mind.
