Art 20 In Sea-Service,
seamen in private
service, are stipendiary
do. what in Land Service,
Radicals are to
stipendiaries.

Art 22 As in case of necessity
and not otherwise,
men and goods may
be seized for Land Service,
so men, goods
and Navigable Vessels.

Art. 23 For purchase or
hire of a navigable
vessel seized from public
service, compensation
becomes a public debt.
63 24.
Art. 24. Judicially adjusted
will such compensation
be – Pursuer, person
interested – Defenders
the Defender General

Art 25. Vessels without lading
will be taken in
preference.

Art 26. Included in the
debt will be not only
everything seized within
the vessel; but also
consequential loss by delay
or frustration of the
commercial enterprize.
