14. Determinateness of his lot.

As in every other department so in this alone the will of
rules has not been made known in time to him who on whom punishment
is inflicted for non compli in case of non compliance, two evils are
the result on the part of the subord subject the useless suffering, on the part of the community
the evil consequences of the non-compliances whatever they are.

If in every case of non-compliance thus produced the commanding
functionary were a sufferer to by a suffering as great in amount either as that of
the non complying and punished functionary, or as that of the community, the
neglect of the notificates here in question would be as rare as
it is at present universal. Unhappily in those cases the suffering
of the ruling functionary is either nothing or next to nothing, and
what little he experiences he makes amends for by the gratification satisfaction
produced
afforded by the suffering contemplation of the suffering of experienced by the object
of his displeasure. In the exercise of a satisfaction a this
friend for the mishaps produced by negligence.

From whatever By any determinateness is given to the lot of the individual
subject to command rule, the power of the command ruler suffers a correspondent
limitation: to every such effect result the aversion is therefore altogether
natural – and to a greater or less degree universal.

Unhappily again such is the nature of the case that in neither
o the giving expression and effect to the regard to the giving of this correspondent determinateness of the hand of the code
of neither is the faculty act of giving it altogether so easy, nor
either the act of conceiving of the correspondent desire, or the act of giving expression to it. But where not so much as the desire is present
where the place that should be occupied by it is occupied by
aversion, whatever may be the difficulty no so much is the
slender of an excuse can by any ingenuity be extracted out
of it.
