Art. or VII. Employment extending
To fill up the time of the individual is the object of the Time
occupying principle. To fill up the time of the whole body taken
in the aggregate is the object of the Employment extending principle:
it does or no aims to do in the great wholesale way what the other
aims to do in detail the letter. At the In respect of quantity of time
passed in official employment occupation Army service differs more
from itself than almost any two other services from one
another. A time of peace is a time of comparative inaction idleness.

But as was there observed, absolute matter affording no positive gratification time which is not spent employed in useful
occupations is but too apt to be employed in such as are worse than useless ones. If there be any branches of the public service the
occupations of which bears a closer comparatively nearer analogy to those of this
those is that will be the branch employing in that
kindred branch the f time which this leaves vacant
will be productive of a double benefit
. If in the service of the State there be any employ other occupations
for the apt exercise of which the same qualities are requisite
as for this, by assigning to the those functionaries a part in those
kindred occupations a double advantage may be found attainable:
while rendering those the other services in those other collateral lines
of service their stock be all the while keeping up or improving even augmenting
their aptitude with in reference to this principle one.

Two other lines of service present themselves as being
this analogy to the present one: of the preventive service that
branch which regards malefactors at large, and that which
regards contrabandists: by the one extending the one extension
the Army Minister Sub-department as such will act in unison hand in hand with the
Justice Minister, by the other to the Justice Minister and
the Finance Minister both likewise.
