Understanding with relation to those Circumstances.

It exhibits a Catalogue of the several Sorts of Motives
by which Actions may be influenced, corresponding to
that of Pains and pleasures.

And it lays open the nature of human disposition
as resulting from the various Combinations of the
several Sorts of Motives with the several sorts of
Intentions.

Part 2. applies exclusively to penal Legislation;
except in the concluding Chapter, in which
the Boundaries between those several
Provinces are endeavoured to be marked out.

It ascertains the cases in which punishment is
improper — lays down Rules for determining the proportion
between Punishment and Delinquency in every case
— determines what properties are to be wished for in
every Lot of punishment — and exhibits an exhaustive
Analysis of the several possible shapes in which the
Effects of a mischievous Act can shew themselves.

after Book. 2. will come an Appendix which treats
Appendix in so many Chapters of the Composition, Promulgation,
Interpretation and Improvement of the Text of the
Laws.

This Part relates to the Form or words of the System of Laws,
as the Body of the Work do's to the matter. This will of course be
applicable in great measure to the Civil as well as the penal
Branch of Legislation.
