To the Legislator – Here then is at once, a guidance a guide
a direction put and – which to the Legislator and a source of
security and satisfaction – to the subject-citizen. The subject
citizen sees at once the nature that by the that exercise of power
by which he is restrained from the exercise of the sort of act which on
the occasion in question is for the subject of inhibition,
interdiction and or say prohibition, he himself a safeguard is afforded
to himself a safeguard by means of which he himself is preserved
from being subjected to those same sufferings to sufferings of that
same sort.

By the advertisement thus given by the information thus
afforded the legislator may be prevented from laying about
him and ruining desire in the heads of the people through
the influence of imagination and caprice: converting into
acts of delinquency, into criminal offences, acts which are not
acts of maleficence: acts by from by which nothing no effects
other than pleasure, or exemption from pain are produced.

What is more he may be himself prevented from
the exercise of acts by which human misery is produced –
produced upon that which is above all other, most extensive.

"Of not so much as a single crime ever committed
"by me can I accuse myself", to this effect was
Bonaparte heard to speak during his confinement if one or
more of his biographers one or more of them are to be believed.
No one person taken singly did he ever put to death, either by
his own hand or by the hands of any other person or persons by
means of orders issued to them. No men did he ever put
to death without putting others to death at the same time: true,
but in comparing with others put to death at the same time and
by his order he scrupled not to put men to death by dozens
scores and hundreds of thousands.
