§. Obnoxiousness of this enterprize.
Rudiments
1. Propensity to improvement from age to age: this seen in the difference between
place and place – anarchy – monarchy – aristocracy – rep. democracy
2. Counter-propensity: interest, or abuse and imperfection
3. Necessity of making this exposure here: for want of it good will

4. Without a strong sense of the mischievousness of the abuses in
state of things – and of the strength of the support given to them, the public cannot
be sufficiently excited to for the removal of them.

steadiness given to existing abuses, nothing can be done but in proportion
to the interposition of it
5. The sinister interest would not be the less strongly set to
work were nothing said of it: therefore no loss or risk,
but some profit or chance of profit in speaking of it, and
giving warning of it.
