for it's subject matter,
human actions.

Actions are
1. positive.
2. negative.

Positive, a motion,
either real, or say physical,
or fictitious,
or say mental.

Objects of direction
of human agency
1. Production of actions.
2. Repressions.

5.
Production of a negative
action is repression
of the correspondent
positive and
vice versa.

6.
Names of human
actions, chiefly names
of positive actions.

7.
Thence repressions,
more than production,
the occupation
of the penal code.

8.
Of repression, the
subject matters are
throughout misdeeds
and say evil deeds.

9.
By misdeeds understand
all actions preponderantly detrimental
to the greatest
happiness of the greatest
number.

Misdeeds commonly
called offences and crimes,
but these appellations
presuppose a law applying
punishment, &
do not convey intimation
of the cause of
such annexation.

But all punishment
being an evil can only
be applied, according to
greatest happiness principle,
for the prevention
of preponderant evil.

At the first stage, the
fruits of the most atrocious
offences are pure
good.

But the consequences
are wretchedness, actual
and expectancy,
an evil, in comparison
of which the primitive
good shrinks
into comparative insignificance.

Evil of the second order
the sole reason
why an innocent person
should not be
punished, rather than
a guilty one.
