Note the case in which by Government and its
functionaries the general health is deteriorated by
encouragement given to comparatively unwholesome
beverages whether in a direct way or in an indirect
way for example by discouragement applied to comparatively
wholesome beverages.

Modes of discouragement.
1 Prohibition of production.
2 Prohibition of importation.
3 Taxation on production.
4 Taxation on importation.
5 Prohibition or taxation of transference from
one part of the country to another.
6. Imposition of onerous conditions in any other
shape on any one of the above mentioned operations.
7. Encouragement given to ardent spirits at
the expense of beer.
