Objection. It would be tampering with an establishment
regarded as sacred, and the sacredness of which
depends upon its being considered as exempt from
change: it would be an innovation which ought
to be made for a mostly nominal or though real
an inconsiderable advantage.
Answer – it is an innovation already made,
made by the Act of the 32 C of the King the 31: an
act passed in contemplation of the now present
and then approaching war. It is no more than
giving to that the principle of that Act an
extension which was omitted to be given to it
only by mere oversight.
