When the provision for the first Sinking Fund
was made it was a time of recently made established
and therefore the more preferred plan: the nation
had recently got out of a war, and was so
heartily tired of it, that the possibility of ever getting
into another did not present itself. The course
that was taken was accordingly a course that was the applicability of which was confined to a time of peace applicable to peace and not to war. In the
year 1792, the war under which we are still now
labouring seemed ready to burst upon us every
day: and then it was plain it was for the first
time that the possibility of war was discovered
and provision made accordingly. For the redemption
of such fresh new debt as should come to be contracted
in the course of the war then in contemplation,
that very course provision was taken which is
here proposed with regard to to be extended to the other old: a perpetual
annuity being a certain proportioned to be amount of
each war Loan directed engaged to be created, and
charged upon the Consolidated Fund, and put
into the hands of the Commissioners for the redemption
of the National Debt. This is what
was done: what was omitted to be done because for the
reason as it
as it should seem that it was not thought of, was – the
giving at that same period the same simple and
practicable and intelligible form to whatever should
in future be done in execution of that which had
before been undertaken to be done for the redemption towards the extinction
of the Old Debt.
