Paper Mischief

I should not have thought of speaking I speak not here of the grievance, real or existing or
supposed supposed to exist, of engrossers, forestallers, regratives, &c of
a grievance supposed to be increased, and with a degree of unprecedented
success – the I mean the the supposed encreased, and as supposed, more successfully
than ever encreased exertions of made by dealers
in those necessary articles, to augment the rate of
their own profits. This cause in whatsoever
degree it may have operated is but of a secondary
nature – deriving itself from the real of
supposed scarcity of the article, as resulting from
those other immediate primary and independent causes.

Among the causes to which the rise of prices
in the article of provisions and more particularly
in the article of bread corn has been ascribed
is one however which bears an unquestionable
relation to the subject of the present enquiry: and
that is the suppose assistance supposed by some to be derived from
Country Bankers. The allegation is – that For
growers of corn &c and dealers in those articles, are
by money, supplie and of course more or less of it paper
money, supplied by the Country Bankers, the
Growers of corn and other provisions are obtain
a respite from that necessity by which they would otherwise
have found them been obliged to send in their commodities
to market for sale, while the Dealers
in those same commodities are not only assisted in the
same way, but enabled at the same time to extend
the amount of their purchases. Of this allegation
notice will be taken in its place. – What
ground there may be for reckoning this among
the mischievous effectives produced by paper money
will be considered in its place.
