Paper Mischief
Mischief 2. Undue enhancement of prices, viz. of particular commodities by engrossing. My business is here
not with is with natural general tendencies – not particular
facts. Against In the Country Bankers I have heard
it observed – and from the present sources as far
as antipathy or calumny through personal interest
antipathy is concerned, that in fact it has been
a common practice among the trade to engage in
what is called speculation for the purpose of
raising prices to an undue pitch for their own
emolument. Of this practice considered as a
matter of fact I must acknowledge myself not
to have the smallest proof. In the station of an
individual I could not be competent to offer any mention any
I have if not one exam but a single instance in
proof of such an opinion has ever come within my
own cognizance. If any had it would not be competent
to my situation to mention them. Attributed Imputed
to any individual in particular it would be a libel
upon that individual: attributed to the trade in general

would be a libel on those the individuals composing
those 2 or 300 partnerships. But to point out
tendencies, as arising from situations is competent
to every one, and is upon what may be done by
any individual without fear of incurring the any imputation
on the score of calumny or injustice.
