given to Commercial security by this Species of
money by reason of excess superabundance in the quantity of it.
By excess it is well enough understood by this
time that I can not mean excess with reference
to the interests of the community at large. In that
point of view every penny of it is superabundant
any the smallest quantity of it is excessive – I
mean that portion of the mass which from time
to time proves excessive with reference relative reference
to the interest of those who issue it the issuers themselves.
