ON COUNTY COURTS BILL.

35

Pray what has been the amount of the emoluments of this office?—Upwards of
1,000l. a year, some few years ago.

What do you apprehend will be the diminution of the emoluments, supposing
causes under the value of 10 l. were withdrawn from the court of Common Pleas?
—About 50 l.

Mr.
George Humphries
2 May
1825

That is about one twentieth, is it not?—I have not taken it in that way; I take
it on another rule, which is this; the loss to my office would arise from the diminution
of payments made by the filacers; I take it that there would be one fifth of
what they pay to me would be lost, if causes under the value of 10l. were withdrawn
from the court of Common Pleas, that is as near as I can make the calculation.

Do you apprehend, from your knowledge of the court of Common Pleas, that
the diminution which would take place in the office of filacers, provided this measure
was carried into effect, would be about one-fifth of the profits?—I conceive so.

Have you any data by which you can ascertain the amount of the sum sought to
be recovered, in the different causes?—No, I have not; the writs brought in to
me, that are filled, I can refer to; I can refer to them ; there is such an immense
number of writs that do not come in to me ; there may be, perhaps, for instance, in the county of York, there may be 1,000 writs, and through the filacers, not 60 of
them may come to me ; if the cause is disposed of without carrying it completely
through, they never care about the writ, and will not go the expense of filing
it ; I believe, in each term, the number of writs that pass to the filacers, are 13,000,
and not a tenth part of them are filed.
