Box 4 contains manuscripts mostly relating to Bentham's response to Lord Chancellor, Henry Brougham's establishment of a system of bankruptcy courts which would oversee the estates of bankrupts, and the proposed introduction of system of local courts. Many of these manuscripts formed the text of a work known as Lord Brougham Displayed, which can be found in volume 5 of the nineteenth-century edition of Bentham's Works.

The material is arranged as follows:

  • Folios 10 to 70 : Brougham's local jurisdiction bill [printed text with Bentham's annotations]

  • Folios 96 to 105 : Review of Lord Brougham's Bill, miscellanea [1830]
  • Folios 106 to 343 : Review of Lord Brougham's Bill [1830]
  • Folios 344 to 352 : Reformists reviewed, collectanea [1818-31]
  • Folios 353 to 376 : Jeremy to Henry Brougham, on Brougham's swallowing up these two honours [1831]
  • Folios 377 to 404 : Bankruptcy Court Bill, marginalia, collectanea [1830-31]
  • Folios 405 to 494 : Bankruptcy Court Bill [1831-32]
  • Folios 495 to 496 : Lord Brougham displayed, preface [1832]
