9 For the purpose
of creating matter

9. That whereas, as he will hear, having it his desire
for the benefit of and power will have
by the line of sinister interest, interest by project, and
pernicious maleficent sympathy having it in his wishes and
to take every favorable occasion for giving exercise to the quantity
of the matter of corruption at the disposal of the servants of the
Crown, he in and by this his proposed law attached to
the respective situations of various functionaries of the law, and
in particular to that of his proposed Judge, matter of emolument to
the amount far beyond any thing that would be necessary
or In the due discharge of their respective functions proper of their respective duties proper

10. That with having that so far as depends upon
most part of mens from, the aptitude of the exercise given
by every functionary to his function will be in the direct proportion
of the closeness of the connection between his interest and his
efficient of the functionary, he in this his proposed
Law his proposals give employment
to such a mode of remuneration the effect of which has to his
full knowledge — been the giving rise, continuance and encrease
to all the evils of which the administration to an amount so as to int of what is
is capable of being productive of: thereby in such sort as to
in the breasts of all functionaries having part
in such administration of justice to place interest in a state of
opposition to duty as compleat and effectual as possible.
