Next upon Impeachment

that in the character of a pupil to his master Mr Brougham
has paid visits to Mr Bentham has received communication
of divers as yet unedited writings of his in Manuscript, and
has had at his command every thing of Mr Bentham's
which the author is possessed of: and accordingly if of the matter
of Mr Benthams recently printed work intituled Equity Dispatch Court Bill Mr Brougham
has not had effectual
cognizance, it is not
because he did not choose
to have it

In fine, if in proof of evil consciousness any thing
can still be wanting, here follow one of a sort, never perhaps
till now exemplified. By Mr Bentham an address to
Mr Brougham has been printed and distributed, and amazed when p to Mr Brougham circulated him
to join in an amicable discussion on the merits of the
respective Bills: namely by the exhibition of their respective reasons
on the part of each in proof in support of the alledged supposed beneficence of for the several arrangements in his one
Bill, and of the alledged maleficences of the corresponding
arrangements to that of the other. To this invitation to this
so amicable challenge, silence is the only answer given by the
party challenged. Why? Because to Mr Brougham a challenge
to fight with reason, was a challenge to a man
without hands to fight with swords. well acquainted
was the each with the in which he stood. On
it stands a post with the inscription Stat pro ratione
voluntus
. This is not however literally nor compleatly
without exception true. One reason in
that place on every occasion universal employment
and acceptance. "Whereas it is expedient." It
serves for any and every proposed arrangement whatsoever
It is to legislative arrangements what the universal medicine
— part and parcel of the philosophers' stone was of old, to all
disease. Accordingly will this universal reason open this
panacea of Mr Broughams for all the disorders which it has suited his
purpose to discover in the administration of that which goes by the name of justice.

it is upon a level
with every capacity
