Applicant for legacy
to give security in
case Reus's attendance
in Justice Chamber be
necessary

As to the expenses of one of this blank Legacy-Demand paper
our pences would be the cost of paper and having ample paper
to all the several dealers.

Will Reus or any body else be subjected to the expense
and inconvenience of paying attention at the Justice Chamber in
person or by proxy? No, unless in this case as in all others
security shall have been found by the applicant
security in some way or other according to the
circumstances of the individual, sufficient to deter a man
from preferring malitious or wanton demands

Under Mr Brougham's plan what is the course?
Without any security found in any shape to any man is
sold the liberty faculty and power of plaguing men in the grant
in any numbers

misstatement without
liability to satisfaction
or punishment

Under Mr Benthams plan, neither on this occasion
nor on any others would any falshood misstatement be utterable by an the
applicant or grant on any other person, party or witness without expense liability
to the burthen of satisfaction (pecuniary compensation
unstated) or punishment, or both, according to what the case
might require: according as such misstatement had for
its accompaniment or to state of wilful falshood
or say evil consciousness, culpability in the shape of heedlessness
or blamelessness.

Under Mr Broughams plan no security: no check
upon misstatement, culpability as above as criminal. On
the contrary comes instructions shewing what lies may
with impunity be uttered on both sides: and what on the
part of an Executor or Administrator whose wish is to keep
the money in his hands as long as possible is the benefit
capable of being reaped by means of the appropriate delay
which at the shop of his Judge in Ordinary is to be had at the
price appointed. Addressing himself to each party, This and this
and this truely or falsely is what you may aver allege — this and this and this is what you may change.
