Chicaneria
3. Legacia

If the machinery be
good for a £100
legacy why not
for a legacy for £101

But now — good as all this machinery is for a legacy
to a value not exceeding one hundred pounds, how comes
it to be otherwise than good for a legacy to the value of one
hundred and one pounds. Answer: that the sine qua non
might be obtained — namely the consent of the fourth
composed of the Dii majoram quilliam, that is to say the
Lord High Chancellor, and the two Honours, the Vice Chancellor
and the Master of the Rolls, together with the Dii minimum
the other Masters in Chancery, with all the serious
practisers in Chancery within doors and without doors
as also of the Ex-Honbles and the Ex-Right Honbles for example
the Lord Elder the Lord Tintester and the Lord
Wynford. These together are the interests to be provided for in the

headed by his Majestys
Attorney General or his
Majestys Solicitor General
one or both, as Providence
shall have determined

11
On this occasion
under matchless
constitution interests
of the ruling few
alone provided for

On this occasion as on every other, under matchless constitution
these together with all interests belonging to the ruling and
influential few are the interests to be provided for in all ways
and at all hazards: never for any purpose better than
scorn, are the interests of the vast majority composed of the
subject many, to be brought into or held or kept in view.
A line it was absolutely necessary should be drawn somewhere.
To all these several worthies Saints of the law Chicaneria Legacia appeared
at different times or at the same time, in a vision. Neither
his statement though not upon oath there being no power "neither
"went
to administer the same, obtained their consent, and
in another vision served with a certificate th his
favorite Votary the author of this same Bill

"Equity lawyers (said she) no man whose Solicitor had
not deceived him would think of applying to Equity or to Court
Ch for so small a sum as £100: therefore given a reading
without application to any Court is as to you no injury.
