§ 81 But forasmuch as in regard to "any part of
the matter referred to him" this course may be new, so
of course in regard to any other part or number of
parts: this being in the number of these cases in which the
word any though employed in the singular number has the same effect
as if employed in the plural: and such is the using
such condensed construction few upon and if such construction
were not put upon it, insomuch as that the whole power of
his clause was to be regarded as expended upon the first individual
instance that happened to present itself, unbounded
