Extract from the Morning Chronicle, Mar. 1, 1831.
"House of Lords – Monday.
"Reform in Parliament.
"The Lord Chancellor (Brougham) presented
" Petitions from Dunbar, Hamilton, Wigton, Inverkeithing, Salcoats,
"Wells, St Mary Newington, a parish in Devonshire, and a parish in
"Liverpool. In presenting the Petition from Devonshire he stated that it
"prayed generally for a Reform in Parliament, and a remedy for those
"abuses which, in the progress of time had crept into our institutions, specially
"entreating that the doors which now lay too wide open for corruption and
"expence at elections, should be closed; and he remarked, that the man
"who objected to a Petition so wise and so moderate (since he could only do
"so upon the belief that our present representative system was perfection
"itself) was fitter for a museum or a menagerie, than the House of
"Parliament. The fact was, that perfection exis existed not even in
"our Trial by Jury, or in any other of our best and most boasted
"institutions. For In presenting the last-mentioned Petition, he
"observed, he could not speak of it in the same terms of unqualified
"approbation: for its prayer was more specific, and addressed itself to
"an object, his opinions respecting which were already sufficiently well
"know; known; he alluded to the vote by ballot. He had been much
"misrepresented, however, when he was decribed as having treated
"with contempt or disrespect the opinions of those who advocated
"this measure. Their opinions, he had no doubt, were
"conscientious; and, as much such, were entitled to his most sincere
"respect, although he certainly had never yet heard any arguments
"sufficiently cogent to induce him to share those opinions.
"He also felt bound to admit, that the feeling in favour of the vote
"by ballot was become much more generaly general than he could possibly
"have anticipated, and this he attributed rather to the exertions
"of certain individuals whom he would not name, than to any
"force of reason or strength of argument which could be advanced
"in its favour. He was perfectly ready to discuss the question; but
"as he had no doubt it would be speedily brought before the House,
"he would reserve himself for the opportunity which would be
"then afforded him."
