Constitutional CodeCh. X favourable Defence Force
§. 3. Army
§. Stipendiary Principles applied
VII. Inequality minimizing
By a comparatively slight aggregate of hardship thus imposed
upon the few, an inconsiderable mass of factitious hardship
might be saved to each one of a comparatively vast multitude.
As previous those on whose opinion gives its time to delusion the regulators depend
by which the lot of the whole body of those functionaries depends
have all every one of them serve commenced their career in the lowest
commissioned grade of commissioned officer. If antecedently to his entrance
into command he was to have passed a certain length of
time in that situation in which his lot is composed of nothing but pure
unsound obedience, his moral might through the medium of his intellectual
aptitude – his knowledge and is experience receive no inconsiderable improvement
namely through the medium of the intelle his intellectual aptitude – of his knowledge derived from experience. From
its indispensable precursor – the sympathy of conception, the sympathy
of affection would receive this encrease. Floggings for example
would not be dealt out with such liberality as at present in
certain establishments of those by whom they are ordained, and
those by whose will they are applied had themselves known
by experience what it is to be flogged so though it were but
what it is to be live under the apprehension of being flogged.
Compassion – Sympathy – with a suffering of which a man has had no experience –
is a contradiction in terms: and where there is no sympathy
compassion mercy can not reasonably be expected. there is no mercy.
