Considered in respect of its cause, the inequality which in this line of service that has
place anywhere is either partly natural or factitious factitious, natural, because
effectual and necessary is that which has place in respect the field of
power and thence of rank: factitious everywhere is by far the
greatest part of that which has place in the treatment difference of in all
points taken together in respect of the treatment given to the several different
by the arrangements of government as between rank and rank to the different ranks grades.
Unless That part which is modified by men the work nature must contain in it
is: what has that part which is the work of man may mostly if not altogether be
modified or even done away by man.

Between privates and Officers the commanded and the commanding
the difference that has place everywhere is the work of
nature. Between non-commissioned officer and commissioned
Officers the differences which under European civilization has had
place everywhere is factitious: in the inequalities that have
place in the whole frame other parts of the frame of government – in that cause circumstance rather than
in necessity is the good of the service will the cause of it be found.

In this radical branch it might to a supposing the
distinction preserved, in the radical branch to a means to enter
in the rank of a commissioned Officer it might without
difficulty be made a condition that he shall for a certain
time have served in the several situations of Private and non-commissioned
officer in its two grades. In the stipendiary
branch such experience might as at first sight be supposed
incompatible with the place institution of qualification
aggregation to the Locable list, and above all with the term of Office
Auction all the antecedently to location. This Such however is not the case. Such incompatibility
however is not matter of necessity: for, notwithstanding the
price offered by him his serving having in the situation of Private for any
such length of time that shall have been thought proper might be
rendered a condition precedent to his being placed actually located in the situation which,
by the acceptance
given to his bidding he has purchased.
