Preface

1. Be a prefixt
To the Observations on
the Bankruptcy Bill
is here prefixed a
short paper on the
Vice-Chancellor's authority
and that of the
Master of the Rolls as
per Brougham's speech.

2. Rejection not discreet.
In regard to the Bill it is
not the rejection that
I wish for.

3. Evils
Evils to arise from the
adoption of the bill
first proposed.

4. Evils
As to the evils of the
Bill instead of minimizing
expense, delay,
& uncertainty, it
would make addition
to every one of these
evils.

5. Practicable?
But will it go on at all?
The affirmative subject
to great doubt.

6. Evils Reform Obstructed
2. The expense incurred
this fruitless plan
would be an argument
in the hands of
anti-reformers to
resist the adoption
of any really efficient
plan.

The badness of the plan
the professed instrument
of Law Reform will
bring disrepute upon
Law Reform altogether.

8. Corruption encreasing
Expense to the public –
Indirect advantages
derived by Anti-Reformists
from high and
needless salaries.

9. Expense minimized
The price of justice
should be reduced
by competition to
its minimum.

10. Amendments desired
Rejection not wished –
but the adoption of a
new modelled plan
extracted from it.

11. Insolvency not comprised
J.B.'s Amendments –
Duration temporary
It is but a temporary
makeshift,
Not comprehending
Insolvency.
Not that even Bankruptcy
and Insolvency
together should be the
subject matter of the
jurisdiction of a
distinct sort of Court.

12. Evil Corruption encreased
Make the situation
for the business: not the
business for the situation.
