Constitutional Code

That which you allow on conditions
you may regulate. That which you forbid absolutely,
you can not regulate.

Only by regulations can evil be minimized.
Regulate evil, you may minimize it;
otherwise, not.

Art 2. In this occasion, among the subjects
of consideration will be the following.
1. Purposes, to which such powers may be exercised
namely the particular purposes - The general purpose,
national Defence, as above.
2. Occasions on which those same powers may be exercised.
3. Subject matters in or in relation to which, they may
be exercised.
4. Power holders who: by military men of what branch;
grade and line, the powers in question may be exercised.
5. Evil authorized or authorizable - it's shapes -
6. Compensation - namely for damage produced by exercise
given to these powers.
7. Procedure - made of ascertaining the demand
for compensations.
1. Judicial and
2. Extrajudicial and preparatory
8. Punishment and compensation for abuse of the
power.
9. Monitory cautions.
