Art. or 22. Thus, marked for elimination, out of the
list of articles necessary for this preparatory service,
are all those exemplified as being commonly employed
in actual service, with he exception of appropriate cloathing.
From the having insertion of this article in the list advantages
that will be seen derivated are the following:
1. Keeping the individuals belonging to this apprenticeship
part of the military force in constant readiness
to be, in case of necessity, instantaneously aggregated to
that employed in actual service; on which occasion,
it's importance, to the purpose of distinguishing associates
from enemies, is obvious and unquestionable.
2. At the time of preparatory exercise, preventing confusion,
by contributing to render those who are partaking
in it constantly distinguished from the miscellaneous
multitude.
3. Preserving the relatively opulent from the being
rendered irreconcileably averse to the preparatory exercise,
and thence to the whole system of defence, of which
it makes a part: averse, viz. by the obligations of coming into
such close contact with superior numbers of the comparatively
indigent, by whose condition, in respect of
scantiness and uncleanliness, of cloathing, a sentiment
of unconquerable disgust would be liable to be produced,
in the minds of their comparatively prosperous, and
positively fastidious associates.
Art. or 23. Inequality-minimizing principle. On
this occasion, will be considered the aid capable of
being afforded by it towards effecting a reconciliation
between the exigencies of all, and the comfort of the few.
Order of suppose as follows.
1. On failure of a sufficient stock of musquets become relatively unserviceable as above.
1. Musquets and accoutrements to be employed by all, instead
of imitations of musquets, as above.
2. Powder, to be employed by all on particular occasions.
3. Rifles, with powder and ball, to be employed by a few determined by election: – by election performed either
in the secret mode, as per Election Code, accord or in the
open mode, by the Election of the District, or those of the
Sub-District.
4. Cloathing, the same for all, such differences excepted
as may be necessary for rendering sufficiently conspicuous
the distinction between Commander, & persons acting under command.
