Art. I. As to pay original pay, what difference there
is as well as above be determined by the amount of the purchase money
given for the lowest or entrance trade in the order of Erudites.
But the greater the facility for obtaining the appropriate erudition instruction,
the greater will be the number of persons aptly qualified to become Erudites,
and the greater the number the greater will be the competition among
purchasers: and thence the reduction which in the case of the order
of Erudites may be made in the quantum of fixt pay. In virtue
of his command and in the proportion to the extent of it will be the
extent and quantity which the Erudite will be with: and
the Legislature will consider whether his condition, being
as to this the one object of desire better than that of the Private can afford
a any well grounded good reason for its being better as to the other.
Art. By The faculty of breaking down a large body
into a smaller one, for the purpose of having the each one of several places
for several purposes a body of men with an individual in whom
the responsibility of command shall rest, necessitates a change of superordination or subordination between grade and grade the each super the occupier of
each superordinate grade having power of command over his subordinates
in every other. But as above encrease of grade affords of itself not any
any reasonable ground assignable well grounded reason for encrease of power or pay: the reason why it
should rather produce decrease than encrease or although not conducive
more obvious than the reason for the contrary arrangement.
If length of service, independently of every other consideration circumstance,
constitutes an adequate reason for encrease of pay in the case order of
Erudites the Legislature will consider whether it will not constitute
an equally sufficient reason for a correspondent encrease in the case
the order of Privates.
If the time of engagement is limited, it will be for the consideration
Legislature by the light of experience to consider determine whether for the
purpose of engaging inducing the functionary to engage for a further length
a correspondent encrease of pay may not be necessary. The better
in every respect the treatment experienced by the Private functionary, the less will
of course be the need of such advance. See as to the §. Security against oppression.
