Art. or V. Expense-minimizing principle.
In the case of service in this shape as in the case of service in
every other shape to reduce minimize expense that is to say
to reduce it to as low a pitch as it can be reduced to, so as the
value of the service may not in a preponderant degree be deteriorated
by the reduction, is the precept of obvious utility or
the obvious precept of the all embracing principle of extolling
the greatest happiness principle.
In particular the pr less the average expence of upon each functionary,
the greater is the number that can be maintained of them, and that which maximum
number ought to be maintained but for the antagonizing considerations
as above.
But in this respect the contrast respect of what can be done n the view between the case of this branch and
the other of the military force is remarkable entire. In the case situation of the
radical branch the expence upon an average man is next to
reducible to next to nothing: whereas in the cases of the stipendiary
branch it is very considerable even after whatever reduction
is capable of being made in it without prejudice to the necessary a supply of demand
for it.
